The server knows something is broken and is telling you there's a problem.
"Internal" means the problem is internal to the remote server, not that the problem is internal to the University, which seems to be a common misconception.
Suggested action: The service at the other end is broken: if it's a paid-for service we need to report it to them. Contact your local library help desk to report the problem.
