We occasionally get this from Squid (our local proxy server software at the University) when it can't contact the host in the URL we've requested within its defined timeout limit.

Suggested action: Try again later to see if it's just net congestion causing the problem. If it doesn't work at a quieter time, then something is wrong a the other end: if it's a paid-for service we need to report it to them. Contact the library help desk to report the problem.
