The MMU Harvard Referencing guide (link below) has a section on how to cite and reference lecture notes.
You should always check with your department or tutor, whether you are allowed to use lecture notes in assignments. In addition, if lecture notes include information that can be found in an academic source, it is better to use the academic source than cite and reference from lecture notes.
