It has a couple of meanings relating to libraries.
If you see the word reference in the availability information for a book or journal, you may only use the item within the site library that stores it. It is not possible to reserve a reference item or ask to transfer it to another library site.
Referring to the work of others in your assignments or research
It is important to acknowledge the work of others if you have referred to it in your own work; if you do not, you can be accused of plagiarism. There are different ways of referring to the work of others in your work eg, you may cite the work of someone else in the main text of an assignment and provide a list of references at the end of the work.
