The URL is valid but you are not allowed to access the resource, and logging in (authentication) is neither the issue nor a solution. This is a common one where the URL points to a directory without an index page in it, which would normally result in the server supplying a directory listing. This is often turned off for security purposes and a 403 sent back instead.

Suggested action: Give up, you aren't allowed to access the URL, full stop.
